Summary

Detroit police detective Philip Egan (C. Thomas Howell) is called a loose cannon by his boss when he refuses to ignore the abuses committed by fellow officers on the city's police force -- even as he's facing charges of sexual harassment himself. Determined to find justice for an unarmed suspect he witnessed being beaten to death, Egen battles broad corruption and suspicion. Meanwhile, a serial murderer is targeting city cops.
